Grant Purpose - This grant will support a continued partnership between Epstein & Fass Associates and the Siberian Civic Initiatives Support Center in the dissemination and implementation of Effective Community Governance approaches in Russia. In this second phase, the grantee will focus support on building capacity for community strategic planning and on developing, understanding, and applying community quality of life indicators. The grantee will provide tailored training and individualized consulting support to both its implementing partner and to the target communities. This work builds on the successful introduction of the Effective Community Governance model in six pilot communities in Siberia, which have generated a variety of innovative, community-based, decisionmaking initiatives. Established in 1985, Epstein & Fass Associates helps clients design performance management strategies that fit their vision, goals, and community context.
