Grant Purpose - Despite the challenging national economy over the past year, the growth in the temporary employment sector has been strong, and industry payroll since 1990 has expanded by an average of 14 percent annually. As the overall temporary industry has grown, so too has temporary employment for low-skilled, low-income, and disadvantaged jobseekers. This grant will support the Insight Center for Community Economic Development's efforts to create standards for staffing agencies that receive certain types of public funds that would offer greater protection to hard-to-employ people.
